Clearances for Volunteers in Youth Programs Required on July 1, 2015

We can’t thank all of our volunteers enough for all that they have done volunteering with youth here at PHLC. It is your commitment to the Youth Program at PHLC that helps make it such a success. Please don’t let the requirements of PA Act 153 limit your ability to continue.

PA Act 153 requires that youth volunteers have clearances. This law goes into effect on July 1. Below is information on how to get your clearances.

What clearances are required?

If the individual has been a continuous resident of Pennsylvania for the past 10 years:

  • Pennsylvania State Police Clearance
  • Pennsylvania Child Abuse History Clearance
  • Signed “PHLC Volunteer Clearance Exception” statement

If the individual has NOT been a continuous resident of Pennsylvania for the past 10 years:

  • Pennsylvania State Police Clearance
  • Pennsylvania Child Abuse History Clearance
  • Federal Bureau of Investigation (FBI) report-PDE
    • Click here to apply online.  After you register online, you will need to visit a Cogent fingerprint facility. The Cogent website includes a map noting where these facilities are located throughout Pennsylvania

How much do the clearances cost?

As of April 13, 2015 the cost of each of the clearances is:

  • Pennsylvania State Police Clearance ($10)
  • Pennsylvania Child Abuse History Clearance ($10)
  • Federal Bureau of Investigation (FBI) report-PDE ($27)

What do I do once I receive my clearances?

Both clearances show your Social Security number. Please black out the first 5 numbers of your Social Security number before sending the clearances to our office. In an effort to keep members information confidential, all clearances should be sent to the church office to the attention of Pastor Ferguson.
